In the process of opening - up and reform in China, the disadvantaged group in urban appear, the groups is seen as a product of social and economic transformation and has hindered the rapid and sustained economic growth and caused social instability. Therefore, we must show much more concerns about them and explore effective solutions in order to build a harmonious socialist society.
