摘要
工程造价的管理与控制不能只局限于预结算的编制与审核,应扩展到工程造价的全过程造价管理与控制,尤其应将重点转移到投资决策、设计、招投标、合同签订等前期阶段的工程造价的管理与控制上来,以实现最理想的工程项目管理。如何建立一套系统有效的工程造价管理机制,改变目前这种"铁路警察各管一段"的现状,以实现对工程造价卓有成效的控制。这就是作者想要论述的建设项目的全过程造价管理与控制。
The project cost management and control can not be limited to the budget and final ncceounting. It should be extended to the whole process of project cost, in particular, the emphasis should be transferred to the investment decision-making, design, bidding, contracting, such as the early stage of the project-cost and management and control in order to achieve the best project management. How to set up an effective mechanism for the management of project cost to change the "separate status ",in order to realizes the building cost of projects fruitful control, which is the author want to discuss.
