集体林权制度改革背景下的农户林地流转行为分析

Peasant Household’s Woodland Lease Behavior Analysis Based on Collective Forest Tenure Reform

通过对集体林权制度改革背景下农户的林地流转行为进行统计描述分析,指出了目前农户林地流转行为的一些特征：农户林地流转的发生率还较低,但林改后较林改前有显著提高;农户林地流转尚未达到一定规模,距离真正的林业规模经营还相距甚远;农户林地流转的范围主要局限在本村村组内部,但林改后这种情况有所改观;林地流转的期限比较确定,林改后租赁期限明显较林改前租赁期限长。该文提出了进一步规范林地流转的建议。

Though the statistical description analysis of peasant household＇s woodland leasing behavior on the collective forest tenure reform background, this paper points out some characteristics of peasant household＇s woodland leasing behavior at present, The leasing rate of forest land is also low, but it remarkably enhanced after the reform; Peasant household＇s forest land lease not yet achieves the certain scale, is far away from the true forestry large-scale management,Peasant household mainly limited the forest land leasing scope in the village itself, but after the reform such situation has changed ,The leasing period of forest land is quite definite, leasing pe riod after the reform obviously is long compare with leasing period before the reform. Finally, the paper proposes several suggestions about regulating forest land circulation.
