关于公安民警教育培训机制建设的几点设想

当前,人民警察的教育培训发展形势不错,然而,民警的教育培训工作中也还存在一些不容忽视的问题,其中表现尤为突出的是民警教育培训的机制建设滞后,教育培训的实际效果大打折扣,民警参训的意识不强等方面。公安教育培训系统运行机制主要内容包括运行目标、运行动力、运行形式、运行环境、运行调控五个方面。构建民警教育培训机制必须充分考虑调动教育培训部门、主管部门、学员和用人单位的各方积极性,以科学发展观为指导,以实现民警职业能力素质的提高为目标,以追求教育培训的实际效果为导向。

At present, the education and training of policeman develops well. However, problems that cannot be ignored also exist in its education and training work, of which some are especially dramatic, such as lagging construction of the mechanism of education and training of policeman, diminished effectiveness of education and training, as well as weak consciousness of policeman ′s participation of training. The main contents of the operating mechanism of public security education and training include operating goals, operating motive, operating forms, operating environment as well as regulation and control of operation. Mobilizing the initiative of education and training departments, department in charge, students and employing units must be fully taken into account while constructing the mechanism of policeman education and training, with the guidance of scientific outlook on development, aiming to enhance the professional competence of policemen and being directed by the effectiveness of education and training.
