Discussion on Universities and Colleges Government Procurement

首先分析了我国高校作为公共事业单位,利用财政资金对教学设备、科研仪器、办公用品等物资实行政府集中采购的目标和意义;并从管理机制不健全、预算编制滞后、市场化程度低和采购人员素质不同等方面指出高校政府采购制度中存在的一些问题;针对上述存在的问题,作者提出了进一步完善政府采购制度的保障措施。

In the paper, goals and meanings are analyzed of universities and colleges as non-profi- ting organizations using finance fund to purchase teaching equipments, scientific research instruments, and office supplies etc. by carrying out government procurement. Some problems of government procurement system are pointed out such as inadequate managerial system, lag budgeting regimentation, low general adoption of the market principle and different buyer disposition. Based on previous problems, the protective measurement of government procurement system is put forward.
