This article analyzes the current situation of China Premier League by the theory of property rights and the transaction cost and reveals the major problem faced by the professional football leagues are resulted from the inefficient arrangement of the internal system of impelling and the restriction from the external institution, and attempts zo build an ideal model of the football league.
