西汉初期的黄老管理实践及其现实意义

摘要 西汉初期,黄老管理实践盛极一时,并取得了社会经济全面复兴、人民生活富足、天下大定的巨大成功。深究黄老管理实践中的具体措施,主要表现为:在管理的过程控制中,强调清静无为,与民休息;在管理的原则上,强调从民之欲,宽政爱民;在管理者的道德要求上,强调谦恭俭约,以德化民。汉初黄老管理对我国当前改革公共管理模式、建设服务型政府、提高公务员素质,具有重大现实意义。 In the early Western Han Dynasty, Huang-lao management practices were quite popular. It has achieved great success in all-round socio-economic revival, the affluent life of the people and the harmonious world. The specific measures of Huang-lao management practices mainly include three aspects: Firstly, it stressed the importance of letting things taking their own quiet and let the public have the rest in the process of management control. Secondly, its management principle pay attention to the people's requirement should be meeting and love people with no more strict policy. Thirdly, managers should be modest and frugal, teaching people by moral. The early Han Dynasty Huang-lao management theory is of great practical significance for our current model of public administration reform and building a service-oriented government to improve the quality of the civil service.
