With the advent of the era of knowledge economy, human capital has played an increasingly important role in market competition. Sichuan Province which is rich in human resources must convert human resources into human capital and bring into full play the function of human capital in our economic development so as to make the new achievements in building a moderately prosperous society in all respects.
