论我国政府规制改革的路径选择——基于美日政府规制改革的启示

On Path Choice of Chinese Government Regulation Reform——The Enlightenment from Government Regulation of the U.S.A. and Japan

政府规制既是政府干预经济的一种手段,又是企业运行的外部制度环境。自20世纪70年代起世界范围内掀起了行政改革浪潮,积极探寻政府规制改革的思路。在介绍西方政府规制的基本理论,阐述美日规制的思路和经验,分析现阶段我国政府规制中存在的弊病基础上,归纳出中国政府规制改革的路径选择。

Government regulation is not only the government intervention as a means of economic, but also the external environment of business operation system. The 1970s saw a worldwide wave of administrative reform, and actively explored the idea of government regulation reform. The article briefly discusses the Western basic theories of government regulation, and elaborates the United States and Japan on the regulation of ideas and experiences, learns from the experience of U. S. and Japanese government regulation and analyzes the shortcomings of our country＇s government regulation in the present stage. Thus it induces how to choose the path of Chinese government regulation reform.
