摘要
当前我国民办高等教育虽然得到了的较大发展,但在整个高等教育体系内仍处于"二级市场"的地位,面临产权不清、办学水平不高等问题。这种状况的形成与我国民办高等教育相关政策的影响密切相联。本文对美国各州政府管理私立高等教育所采取的三种不同政策类型进行梳理,对各自的优缺点予以探讨。在此基础上,对我国2002年以来民办高等教育政策的特点及所带来的影响进行分析,并据此提出政策建议。
Though our non-governmental higher education develops very fast at present, the whole higher education system still stands in ＂the secondary market＂, and faces many problems such as unclear property fight and low level of running schools etc. Such state is closely related to non-governmental higher education policy in China. Based on reviewing three types of private higher education policies applied by all states in USA, this paper analyzes the characteristics and influence of non-governmental higher education policy in China since 2002, then provides possible suggestions to the healthy development of non-governmental higher education institutions in China
