城市灵活就业农民工社会养老保险问题研究

大量农民工进城灵活就业,是农民工就业的主要方式。农民工成为城市企业职工的重要部分。为了保护农民工社会保障权益,各级地方政府要求企业为农民工缴纳养老保险,执行的结果是大量农民工拒保或退保。本文对农民工社会养老现状、存在问题进行了阐述,对灵活就业农民工退保导致的逆向收入再分配、社会保障体系出现漏洞和农民工利益受损等负面效应做了分析;对农民工退保问题做了对策性研究,提出了针对性的政策建议:消除农民工退保导致的逆向收入再分配,设计符合灵活就业人群的社会养老制度。

Migrant workers with flexible employments in large numbers are typical of employment of migrant workers these days. In order to protect the rights and interests of migrant workers in terms of social security, local governments at all levels require enterprises to pay pension insurance for migrant workers. However, it is found that a large number of migrant workers do not want to be covered by the pension insurance. In this paper, the problems and status of pension insurance of migrant workers are described, negative effects such as reverse income redistribution caused by surrender, social security system loopholes, and loss of the interests of migrant workers are analyzed, and causes of surrender of migrant workers are discussed. It is proposed that reverse income redistribution caused by surrender should be eliminated, and pension insurance system for migrant workers with flexible employment should be established.
