摘要
作为国民政府时期发展中国工业的专门机构,资源委员会一直面临着人才匮乏的难题。资源委员会的领导人翁文灏、钱昌照始终重视人才,并在国防设计委员会时期组织了大规模的人才调查。为了满足自身对于不同层次人才的需求,资源委员会选择了灵活多样的人才模式。较为完善的人事制度为资源委员会用人、留人创造了良好的环境。这一人才政策的实施不仅为资源委员会培养和招揽了一大批人才,也推动了中国的技术进步和工业化的发展。
As a special institution for developing industry in the reign of Nanking National Government, the Resource Committee was lacking in talents all the time, which drew attention of Weng Wenhao and Qian Changzhao, the leaders of the committee, and an extensive survey on talents was conducted by the National Defense Committee. To satisfy the needs of a variety of talents, the Resource Committee took flexible modes, with a well-operated human resource system playing an important role in training and employing professionals. The personnel policy not only helped the Resource Committee train and employ large professionals, but also promoted China's technological progress and development of industrialization.
