因为政府与教育行政部门重视不够、专业设置和课程安排不合理、考生认识有偏差等原因导致目前农村高等教育自学考试发展缓慢。只有统一思想认识、构建合理的专业和课程体系、建立和完善服务网络并制定相应的优惠政策,才能推动高等教育自学考试在农村的进一步发展。
