Study on Government Sincerity

诚信是政府的义务。政府诚信的基本原则涵盖和体现其兼备道德义务和法律义务的双重性质。基于行政法的视角,政府诚信要求行政行为具有明确性和可预测性,行政立法不溯及既往,行政公开,信赖保护原则的确立。

Sincerity is a basic duty of the government. The basic principle of government sincerity contains and represents the dualism properites of moral and law duty. On the view of administrative law, ＇government sincerity asks for administrative actions in public and the principle of protection of trust.
