湖北省耕地资源及其可持续利用对策

FARMLAND RESOURCE OF HUBEI PROVINCE AND ITS SUSTAINABLE UTILIZATION STRATEGY

土地，特别是耕地资源，是农业乃至整个国民经济的基础。从湖北耕地资源的现状出发，揭示了存在的主要问题：（１）非农业占地日益增长，耕地流失严重；（２）不利影响因素较多，耕地质量下降；（３）人地矛盾突出，耕地资源态势严峻。进而提出了耕地资源可持续利用对策，诸如加强宣传教育，增强法制观念；控制人口增长，减轻对耕地的压力；合理开荒与复垦，整治低产农田；用地养地结合，培肥地力；综合防治土地污染；进行小流域综合治理，控制水土流失；建设基本农田，搞好水利资源建设。

Land,especially farmland resource,is the basis of agriculture and even the basis of the whole nations economy.This article analyses the actual state of farmland resource in Hubei Province,revealing its major problems:(1)Non-agriculture land occupation increases day by day and farmland erosion is serious;(2)There are a number of disadvantageous elements causing the decline of farmland quality;(3)Contradiction between mankind and land is growing,and the situation of farmland resource is serious.Besides,this article puts forward the measures for sustainable utilization of land,such as to enhance propaganda and education;to strengthen concept of legal system;to control the increase of population;to lighten the burden on the farmland;to open up wasteland and multiple cultivation rationally,to renovate low-yield farmland;to combine use with maintenance of farmland,to apply fertilizer to farmland;to synthesize the prevention and treatment of farmland ;to fully bring small drainage area under control;to control water and soil erosion;to build up basical farmland,and to establish water conservancy facilities. 
