水利建设中的国家与政府职能

THE FUNCTIONS OF STATE AND GOVERNMENT IN THE PROCESS OF WATER RESOURCE CONSTRUCTION

水利建设是我国的基础产业。在水资源持续发展目标的引导下，基于水资源开发利用、水害防治和水环境保护过程中的社会经济特点，提出了水利建设中国家与政府的三项职能：保障公共物品供给，提高社会经济效益，国有资产监督管理，水利建设综合管理与服务，并对其中的制度因素作了一定的分析。

Water resource construction is one of the basic industries in our country.Based on the social and econonic features in the process of the exploitation of water resources,the prevention and control of water disaster,and the water environment conservancy,this paper propounds that the state and government should have three functions for the sustainable development of water resources,namely,ensuring the supply of public goods,supervision and management of the state capital and properties,and the comprehensive services and management in the course of water resource construction.At last,the authors discuss the necessary means to carry out the above functions:plan,economy,administration,law,propaganda and education. 
