目前,钦州市非公经济快速发展,但呈现两极性不均衡态势。投资发展环境明显改善,但也存在鼓励支持政策和措施没落到实处,个别职能部门服务意识淡薄,政策法律水平不高,监管手段不适应市场需要;对本土非公企业、中小企业的发展重视不够,发展资金短缺,创新发展能力不强等问题。加快钦州市非公经济发展必须坚持科学发展观,优化政策环境,建立公平发展环境;引导和支持非公企业参与国企改制,拓宽融资渠道,发展本地优势产业和特色产业群,完善专业市场;建立行业协会,扶持非公骨干企业,提高非公企业素质。

At present, non-state-owned economies in Qinzhou city develops rapidly, but still with imbalance in bipolarity. Although the investment environment has been improved significantly, there are still some problems, such as some supporting pol- icy and measures haven＇t been successfully carried out; certain functional departments lack in awareness of service with little knowledge about Policy and Law, and their management is not adapt to market. Additionally, the development of local non-state- owned enterprises, Small and medium size enterprises can not gain enough attention and funding with weak potential in creative development. In order to accelerate the development of non-state-owned enterprises in Qinzhou, the Outlook on Scientific develop- ment must be persisted to optimize the policy environment, and create a sound environment for development. Non-state-owned en- terprises must be guided and supported to participate in the reform of state-owned enterprises to widen the financing channel and develop the local advantageous industries and industries clusters so as to perfect the local market. It is necessary to establish certain trade associations to support and improve the non-state owned kev enterorises.
