农村计划生育社会保障制度创新的思考——基于河南省的调查

On Innovating Social Security System for Family Planning in Rural Areas:Based on a Survey in Henan Province

计划生育社会保障是计划生育利益导向体系中的重要制度安排。对河南省部分地区的调查显示,农村计划生育保障制度总体上仍处于供给不足状态,现行试点和实施的保障制度和政策仍存在很多问题和制约。据此认为,建立和完善农村计划生育家庭这个特殊群体的社会保障制度,要以养老保险为核心,同时应包括医疗保险、其他计划生育保险以及社会救助等多层次的制度建设。在制度的构建和实施中,还要考虑不同制度和政策的衔接与整合。

Social security for family planning is an important institutional arrangement for the benefit-oriented family planning. However, a survey conducted in some areas of Henan Province shows that the rural supply is still deficient, and there are still many problems and limitations in the present system and policy which pilot pro- jects are carrying out. The paper accordingly holds that the establishment and improvement of rural social securi- ty system should take old-age insurance as the core together with a multi-level system including medical insur- ance, other family planning insurances and social relief. In addition, integrations of different systems and policies should also be taken into account.
