人口和计划生育工作融入新一轮农村改革发展的思考

On Population and Family Planning Work in the New Round of Rural Reform and Development

以党的十七届三中全会所作《中共中央关于推进农村改革发展若干重大问题的决定》为切入点,结合新一轮农村改革发展目标任务进行深入思考,指出:人口计生工作应顺应时代发展潮流,抢抓机遇,主动融入新一轮农村改革发展中去。为此建议:人口计生工作应通过"五个围绕",将着力点分别放在利益导向、帮扶致富、生育文明建设、服务阵地建设、村级民主建设上,同时千方百计稳定低生育水平,加强与相关部门的联系协调,完善农村人口计生工作考核机制,加强农村人口计生干部队伍建设,从而将计生有效融入新一轮农村改革发展之中。

The author has made an in-depth reflection by combining the goal and mission of the new round of rural reform and development with the Decision adopted by the Central Committee of the Communist Party on major issues concerning rural reform and development in the 3rd Plenary Session. He hence proposes in the paper that the population and FP work should keep up with times, seize opportunities, and take the initiative to be integrated into the new round of rural reform and development. The work should center on the 5 aspects： benefit orientation, relief and support, childbearing civilization, service system, and village-level democratic government. At the same time, every effort should be made to stabilize the low birth rate, to strengthen linkages and coordination among relevant government departments, to improve the rural mechanism of performance assessment, and to en- hance rural population and family planning personnel and staff members.
