In recent years,a new culture - Internet culture has gradually risen and developed with the popularization and the rapid development of the Internet, which gives us opportunities and serious challenges. How to effectively manage the Internet is a common problem all over the world. In this paper, the author makes it clear that network management experience and practices in foreign counties, which is useful enlightenment and learn to strengthen our network in the new situation.
