湖北省农村工业化进程中环境经济政策绩效评价

Appraisal on the Effect of Environmental Economic Policy Performance on the Rural Industrialized Process in Hubei Province

农村工业化的发展在推动湖北省农村经济发展、社会进步等方面做出了巨大贡献,但是也由此产生了较为严重的环境污染。面对环境污染、生态破坏比较严重的现象,湖北省在各个时期制定了不同的环境保护政策及目标。本文介绍了湖北省环境经济政策的实施状况,建立环境绩效评价指标体系,并利用模糊评判法对湖北省农村工业化进程中环境政策的效果进行评价,反思该省在农村环境保护政策执行过程中存在的主要问题。

Rural industrialization has made enormous contribution in promoting the economic development and social progress in the rural areas of Hubei Province, but it has produced very serious environmental pollution. According to the serious environmental pollution and ecological disruption, Hubei has made different policies and goals of environmental protection in different periods. This paper probes into the implementation status of the environmental economic policy, sets up the evaluation index system of environmen- tal performance, appraises the result of the environmental policy in the rural industrialization process with fuzzy analysis method, and reviews the main problems in carrying out the environmental economic policy for rural areas in Hubei Province.
