Based on the revelation of ＂Tragedy of the Commons＂,the social system reasons that caused the ecological deterioration of Poyang Lake were discussed from the aspects of tragedy of the commons and anti-tragedy of the commons.The governance programs were discussed from the aspect of the definition of property rights.The ecological degradation problem of Poyang Lake was solved.Finally, the ecological safety problem of Poyang Lake was solved from the system.
