Construction of the Measurement System of Basic Level Governmental Performance in Chongqing

科学的基层政府绩效评估体系对转变基层政府职能和优化政府工作流程有着重要的导向作用。构建科学的基层政府绩效评估体系应包括基层政府绩效评估指标体系、基层政府绩效评估方法体系和基层政府绩效评估运行保障体系三大方面。根据重庆的实际情况,本文尝试构建科学、完善的重庆基层政府绩效评估体系。

Scientific system of basic level governmental performance measurement plays an important role in that it orients the role transition of basic level government and the optimization of governmental working process. It consists of the three primary systems： the indicator system of governmental performance measurement, the method system of governmental performance measurement and the supporting system of governmental performance measurement. As the forth municipality directly under the central government of China since 1997, the Chongqing government has been exploring the construction of a scientific and perfect system of basic level governmental performance measurement and has achieved some effect to a certain degree.
