民族自治地方政府能力循环浅析

On the Circular Capability of the Local Minority Autonomous Government

政府能力建设是近年来国内逐渐兴起的一个研究领域,涉足的专家学者为数不多,而对民族自治地方政府能力建设的研究则少之又少。该文根据对一般意义上政府能力建设的研究,结合民族自治地方的实际,剖析了民族自治地方政府能力的构成要素,揭示出政府的能力是在资源的输出——能量的转换——能量的输出——带动经济社会物品的产出这样一个过程中呈循环螺旋上升的原理,从一个全新的视角,尝试性地提出了民族自治地方政府能力循环论。

The improvement of the government capability has been a recent focus of study in China but comparatively only a few scholars have engaged in it, and even fewer have got involved in the study of the improvement of the local minority autonomous government capability. This paper takes the actual situations of the minority autonomous regions and the constitutional elements of such government into consideration and reveals the circular principle of the government capability, that is, the export of resources→the transformation of energy→the export of energy→the innovative production of economic and social products, which is a new theory on the circular capability of the local minority autonomous government.
