关于基础产业理论的几个问题

Some Problem about Basic Industrial Theory

本文提出基础产业新概念。基础产业是生产农产品、服务产品和基础工业产品的产业群体,在人类社会经济发展中起根础性作用。基础产业有狭义和广义之分。狭义基础产业,是指第一产业农业和第三产业服务业;广义基础产业,还包括第二产业中的基础工业。基础设施是服务业提供服务"产品"必须的基本物质条件,但不是一个产业。鉴于基础产业和基础设施的概念、内涵和外延都不完全相同,因此"基础产业"英文名词不宜采用现在的"Infrastructure"(基础设施),应该采用新的专用名词"Basic Industry"。文中还对基础产业特性、在社会经济发展中的地位和作用以及加强基础产业科学研究的必要性进行了探讨。

This paper makes the basic industry a new concept. Basic estate takes the main basic role in human social economy activities, that is the industrial group of production agricultural products, service products and basic industrial products. The basic estate has the division of narrow sense and broad sense. The basic estate of narrow sense denotes the first industrial agriculture and the service trade of the third production department; Generalized basic estate still includes the basic industry in the secondary industry. Infrastructure is the most important basically material condition that is the service offerring service ＂product＂, but, it is not an estate. In view of intension and the concept of basic estate, and the infrastructure and its outside prolong does not complete identical, the English noune of ＂Jichu Chanye＂ can not adopt the existing infrastructure ＂Infrastructure＂, and should adopt the new nomenclature ＂Basic Industry＂.
