摘要 分析了我国清洁能源发展形势和当前风电大规模开发面临的主要问题,指出必须依靠和建设坚强电网,才能实现风电等清洁能源大规模开发利用。提出了西北大规模开发输送风电的思路和举措,特别强调要加强750kV骨干网架及外送电通道建设,解决风电大量集中上网和输送问题;同时,借鉴我国水电梯级调度经验实施大区域流域化风电预测和调度,加强电网调峰能力建设,改善电网接纳风电的能力,提高风电开发经济效益和社会效益,促进清洁能源开发利用又好又快发展。 This paper analyzes the major problems of clean energy developing situation and large-scale wind power development. It is necessary of building a strong power grid to realize the large--scale utilization and development of clean energy. The paper presents ideas and initiatives of large-scale development and transmission wind power in Northwest China, and stresses that 750 kV backbone network and delivery channel building are necessary to solve some problems of wind power networks and transmission. Moreover, the paper points out, referring to China's hydropower cascade dispatch, the implementation of wind power forecasting can strengthen the peak-load regulation, improve the capacity of wind power in power grid, increase economic and social benefits of wind power development, and promote the development and utilization of clean energy.
