介绍了不动产登记机构赔偿的民事赔偿责任性质与国家赔偿责任性质的优劣,以及该赔偿责任归责原则的学界观点,明确了不动产登记机构的国家赔偿责任性质,以及承担责任的无过错归责原则,并再在此基础上进一步探讨了有关不动产登记机构赔偿责任具体法律制度的几个重要问题。

The paper introduces the advantages and disadvantages of characters of civil compensation responsibilities and national amends responsibilities of the real estate registering organizations, as well as the academic viewpoints about the rule of liability. The registering organizations＇ national compensation responsibility and the no fault responsibility principle which the registering organizations should bear the responsibility are expounded. On the basis of that, several important problems about specific legal regulations of the real estate registering organizations＇ liabilities are discussed.
