Developing Recycling Economy for Promoting Ecological Harmony

生态和谐既是人与自然和谐相处的客观要求,也是建设我国社会主义和谐社会的环境基础。实现生态和谐的有效途径就是发展循环经济。推进循环经济的措施有:尽快完善促进资源循环利用的法律法规;完善循环经济激励机制;建立与我国国情相适应的循环经济模式;大力开展循环经济科学技术的研究,建立部门、行业和企业的技术支撑体系;明确政府、企业和公众个体的地位与作用,形成全民绿色消费共识等。

Ecological harmony is not only an objective requirement of the harmony between human and nature, but also an environmental base in building a harmonious society of Chinese socialism. The effective way of achieving ecological harmony is developing recycling economy. There are several ways of quickly propelling recycling economy, such as perfecting the law of accelerating the recycling use of resource, improving the stimulating mechanism, establishing a recycling economy model which suits to the Chinese condition, setting up a supporting system which includes related departments, trades and corporations, making a research of scientific technique and defining the roles of the government, enterprises and public individuality. Thus, a civil common sense of green consumption can be formed.
