黑龙江省农业循环经济发展模式及实现途径

Research on Development Model and Realization Approach of Agricultural Recycling Economy in Heilongjiang Province

循环经济是当代农业发展的必由之路。黑龙江省作为拥有丰富资源的农业大省、畜牧大省,更要把发展农业循环经济放在战略规划的首要位置上,选择适合黑龙江省省情的农业循环经济道路。本文通过分析黑龙江省发展农业循环经济的必要性及优势,提出黑龙江省可以采取农业资源投入减量化模式、农业资源废弃物再利用模式、生态园区型发展模式、绿色食品产业发展模式等发展农业循环经济,并建议从政府引导、公众参与、法律法规、科技支撑等方面确保上述路径的实现。

Recycling economy is the only way for the development of modern agriculture. As the major agricultural province and animal husbandry province, which has rich resources, Heilongjiang Province should put the development of agricultural recycling economy on the forefront of development strategies and select suitable path to develop agricultural recycling economy. The paper analyzes the necessity and advantages of developing.agricultural recycling economy in Heilongjiang Province. We can take ways of agricultural resources reducing model, waste reuse of agricultural resources model, ecological park model and the green food industry model. At last, it suggests that we can ensure the realization of the path by government guidance, public participation, policies and regulations, scientific and technological support.
