制度反腐:邓小平的成功探索与历史经验

Resistance against Corruption by Means of System:the Successful Exploration and Historical Experience of Deng Xiao-ping

制度反腐是邓小平反腐倡廉思想的核心内容。邓小平在探索制度反腐的过程中,做出了重要的贡献。其成功经验主要表现在三个方面:一是加强民主,健全法制;二是倡导以制度为载体的监督;三是改革传统政治体制。邓小平的制度反腐理论为新时期提高党的执政水平和拒腐防变能力提供了重要启示,即:必须牢固树立制度的权威,必须要有科学合理的制度,必须注重制度的落实。

The resistance against corruption by means of system is the core of Deng Xiao-ping＇ s ideas about resistance against corruption. In the coupe of the exploration, Deng Xiao-ping made a great contribution to resistance against corruption by means of system. His successful experience could be generalized as follows： first, strengthen denmcracy and perfect legal system; second, initiate the supervision with system as its carrier; third, reform the traditional political system. Deng＇s idea provides important inspirations for the Party to execute the state power and strengthen the capacity of preventing corruption, namely： to set up the authority of system; to have a scientific and reasonable system; and to pay great attention to the implementation of system.
