It is necessary to establish the system of property declaration of the public officers when the work against corruption goes further and the supervision mechanism needs to be improved. It is not only good for the development of socialist democracy, but also good for safeguarding the image of our Party and the govermnent, and good for protecting the legal right of the public officers. The difficulties in establishing the system of property declaration are： the temporary block of some leading cadres, the defmition of the legal family possessions, and the absence of a powerful operating functions, etc. The countermeasure are： to start discussions and unify drinking, to establish the system from central government to local authority, to improve the system and standardize the management, to set up the ＂clean and honest account＂, to punish the corruption severely and to set up the independent operating agency.
