摘要
黑龙江省国有林区城市公用事业虽然在投资总量、投资结构方面都有了很大的发展,但是由于其存在投资主体单一以及融资渠道狭窄方面的体制性障碍,严重制约了黑龙江省国有林区城市公用事业的发展。为了促进黑龙江省国有林区经济社会的全面协调和可持续发展,构建林区和谐社会,保证国有林区公用事业建设的稳步推进,有必要对黑龙江省国有林区城市公用事业的投融资体制进行创新,实现投资主体多元化,融资渠道多样化,融资方式多元化。
The total quahity and struture of investment of city public utilities has developed in state - owned forest region in Heilongjiang, but the system obstacle of sigle finance main body and narrow channels restrict seriously the development of city public utilities in state -owned forest region in Hei-longjiang. In order to promote allover and sustainable development of economy and society of state - owned forest region in Heilongjiang, build harmonious society in forest region, push forwards the construction of public utilities in state - owned forest region in Heilongjiang, we must innovate the system of investment and finance of city public utilities in state -owned forest region in Heilongjiang, realize the plural patterns of investment main body and finance way, and the diversify of investment channels.
