进行国家科技计划自主创新评价,可以为科技计划延续和财政支出提供依据,实现科研资源的有效配置,完善科技计划管理和评定科技管理部门的工作业绩.国家科技计划自主创新评价方法有递阶综合评价、协商评价、动态综合评价、"立体"综合评价、"工作报告"、经验评价和基于科技奖励评价等.
Independent innovation evaluation of national science and technology programs can provide the data for deermining the continuation of S＆T programs and financial outlay, and help to realize effective collocation of R＆D resource, improve management of S＆T programs, and assess the performance of R＆D administration sectors. The evaluation methods of independent innovation in national S＆T programs include stepwise synthesis evaluation, negotiation e- valuation , dynamic synthesis evaluation, ＂solid＂ synthesis evaluation, ＂work report＂, experiential evaluation, and the evaluation based upon S＆T awards.
