In modern society the investment in sport is pluralism; original sport development strategy and management system have become more and more unsuitable for the requirement of sport development. The article has made deep investigation on the necessity of change of sport development strategy, present situation and obstacle of sport development strategy, change reason of sport development strategy, countermeasures of sport development strategy under the pluralism of the investment subject. It can provide theory basis for advancing sport development strategy reform.
