山区乡村由于地域广阔性和分散性的特殊自然特征,使村民小组社区比行政村为单位的乡村社区或政府,更有条件充分发挥"体制外"的社会资本供给公共品的积极性,弥补国家实现城乡公共服务均等化的暂时困境。同时,为了更好地发挥村民小组社区供给公共品的积极作用,离不开政府和村级组织在技术、组织、协调、资金等方面的积极支持。

The mountain villages is vast dispersion of the special natural features,thus,the community groups of villagers over the village as a unit of the rural community or government is a better position to give full play to 'outside the system' of social capital goods in the supply of public enthusiasm to make up for the country's urban and rural public services equal the temporary difficulties.Meanwhile,in order to give better play to groups of villagers community supply the positive role of public goods,it is not to separate from the support of government and village-level organizations in technology,organization,coordination,funding and so on.
