新农村建设中农村“人才流失”问题探究

党的十六届五中全会提出建设社会主义新农村的重大历史任务。建设社会主义新农村农民是主体,新农村建设需要有高素质的农民提供强有力的人才支撑。然而,长期以来,由于农村经济社会发展相对缓慢及城市化和工业化的推进,越来越多的农村素质较高的青壮年劳动力离开农村涌向城市,由此导致了农村"人才流失",严重阻碍了新农村建设的进程,解决农村人才匮乏问题迫在眉睫。必须从改善农村的生活条件,优化农村的创业环境入手,解决农村"人才流失"问题,同时还要通过教育、鼓励大学生到农村就业等措施,为新农村建设提供人才保障。

Building a new socialist countryside is a major historic task at the Fifth Plenary Session of the Sixteenth Central Committee of the Party.The farms are the subjects in the cause of such construction.To build a new socialist countryside,the high qualified farmers are required to provide powerful talent.However,due to the less developed rural economy and society since long time ago,along with the promoting of urbanization and industrialization,more and more higher-qualified young or able-bodied labor force has left countryside to flock into cities.Hence,the deficiency of "brain drain" as an issue hindered the advancement of the new rural construction severely is imminent.To solve the problem,the countryside living conditions should be improved,and optimizing rural pioneering undertaking environment should be proceeded from as well.At the same time,educating graduates and encouraging some of them to obtain employment are so as to guarantee the building of the new socialist countryside by supplying talented persons.
