Innovation of ＂Three Basic＂ Work is the reform of internal management mechanism in oil refining and petrochemical enterprise, and a fundamental work to set up modem enterprise system, relating to existence and development of the enterprise. Using foreign advanced management idea, combined with practice in oil refining and petrochemical en- terprise, innovation idea of ＂Three Basic＂ Work has been broadened, and special management theory of gross - roots in oil refining and petrochemical enterprise has been formed, which are of great realistic significance to elevate competitive force and realize greatest profit for the enterprise.
