The Impasse of Grazing-ban Policy and the Future of Pasture Management

宁夏盐池的实地观察发现,自上而下的禁牧政策在实施了多年之后正逐渐走向式微。从政策实施第一线的主客体互动入手可以清晰地看到禁牧政策逐步变形的轨迹。现存的禁牧僵局为草场资源等"公共池塘资源"治理问题提出多种政策暗示,以社区为主导的草场资源管理应逐步引起重视。

The grazing-ban policy encounters an impasse after several years of implementation. Looking into the reciprocity between the policy implementer and peasants at the local level, we can clearly observe that the grazing-ban policy has been distorted during its evolution. Through the analysis of the impasse, several policy implications can be established to ameliorate the governance of common-pool natural resources. In the future, more attention should be paid to community-based natural resource management.
