The necessity of economic cost-benefit analysis was described, the theoretical basis of shadow price and establishment method of all kinds of commodities’ shadow prices were analyzed. The methods and steps of economic cost-benefit analysis,differences between economic cost-benefit analysis and financial analysis ,and its sphere of application were introduced. Based on the present situation of economic cost-benefit analysis on the finished projects in PetroChina, some questions needing to pay attention and corresponding suggestions were put forward.
