On the Relation between Dealing with Public Crisis and Upgrading Government Public Trust

一个政府的政治权威能否得到公众的承认与信任,关键看这个政府有没有足够的社会控制能力。公共危机事件对社会发展的影响和冲击是巨大的,它导致社会生活偏离正常的轨道,使社会处于一种危险的非均衡状态下。政府作为公共危机管理的主体,在危机状态下,如何发挥自身影响力,迅速稳定社会秩序、平复公众危机心理、恢复政府形象、提升政府威望,既是对政府公共危机应对能力的挑战,也最能集中体现政府的公信力。

Whether the political authority of a government gains public acknowledgement and trust depend crucially on the enough social control ability of the government. The impact and influence of public crisis events to the development of society is enormous. It may cause social life depart from its normal orbit,and put the society under a dangerous and non- balanced state. Government as the main body of public crisis management, how to exert its own force, stabilize rapidly the social order, subside public crisis mentality, restore government visualization, and upgrade govenunent prestige under crisis situation, is a challenge to the corresponding ability for public crisis, and at the same time a total reflect of public trust to the government.
