征地区片价实施影响与其保障措施研究——以南京市江宁区为例

Implementation of impact of the land area comprehensive value and its safeguard measures——A case study of Jiangning district of Nanjing

现行的征地补偿标准较低,不利于社会的持续发展和稳定,制定和实施征地区片综合地价是目前征地补偿制度改革的一项重要措施,它对完善土地安置补偿制度、维护农民合法权益、保持社会稳定、保证经济建设顺利进行具有十分重要的意义。本文以南京市江宁区为例进行实证研究,确定征地区片价技术路线,测算全区的征地区片综合地价,重点分析了征地区片价实施影响,并针对其消极影响提出对应的保障措施,探索征地区片价的制订方法和保障措施,为农用地的征用、管理、估价和补偿办法提供一定科学可行的依据。

The actual low standard of requisition compensation system is not propitious to a sustainable social development and stability. As an important measure taken during the reform of the land requisition compensation system, the establishment and implementation of the land area comprehensive value plays a significant role in the consummation of land resettlement compensation system. It can improve the protection of farmers＇ legal rights and interests, the social stability and the smooth development of economy. Taking Jiangning district of Nanjing as an example, this paper conducts a case study on it, thus determining the technical line of the land area comprehensive value, measuring and confirming the land area comprehensive value of the district. It focuses on the impact of the implementation of the land area comprehensive value, puts forward some corresponding ensuring measures according to its negative impact, exploring ways in the establishment and safeguard measures of the land area comprehensive value in order to provide a feasible and scientific basis for the acquisition, management, evaluation and complementation of farm land.
