The Practice of Gender Mainstream in Taiwan

上个世纪90年代台湾的妇女运动风起云涌,成为推动妇女议题从边缘走到中心的强大力量。现在妇女权益与两性平权已经成为台湾政治与文化的主流论述与政治立场。台湾社会性别主流化的一个突出表现是,在性别平等立法方面成果非常显著。10年时间内,台湾修法1部,立法6部,对妇女的各项合法权益给予了全方位的法律保障。在推动立法过程中,妇女团体从女性生命经验出发,展开了一系列的倡导行动,形成与立法机构的互动。妇女议题在政府层面的运作主要通过妇权会展开,这一机构具有政策权能机构的性质,其运作机制体现了性别主流化的精神实质。台湾的妇女组织和团体功能多样、形态各异,在性别主流化的过程中,不仅发挥了倡导的作用.也扮演了功能性的角色。表现得异常活跃和生动。

1990s women＇ s movement in Taiwan undertook surging promotion and became a strong power to impulse women issue from the edge to center. Now women＇ s rights and gender equality have become the mainstream dis- cussion and political position in Taiwan politics and culture. An outstanding reflection of Taiwan＇ s social gender mainstream is the achievements in gender equality legislation. In ten years one revision and six legislations provide all -rounded lawful safeguard to women＇ s rights and interests. In the legislative process, women groups started from women＇ s life experiences, advocated a series of actions, and formed an interaction with legislative institu- tions. Women＇ s issue on the government level spread through female rights committee which had the nature of pol- icy authority and whose functioning system revealed the spiritual essence of gender mainstream. Women organiza- tions and groups in Taiwan is multi - functioning and of various forms. Under the background of gender main- stream, they exerted advocating influence, played a functional role and behaved rather active and lively.
