我国巨灾的基本特征及管理制度设计的探讨

我国是自然灾害多发的国家,巨灾给我国社会经济和人民生命财产造成了巨大的损失.面对巨灾的突发性和破坏性,如何科学应对、妥善处理,最大限度地减少损失是当前亟待解决的问题.尽管我国在抗击巨灾的斗争中取得了不少可喜的成就,但是从科学高效地应对组织行为和最大限度的减少灾难造成的损失上看,我国巨灾管理体制和机制都还存在着明显的缺陷.现行管理体制存在的问题,为降低我国巨灾风险、完善巨灾管理体制提出相应建议.

China has always been a natural disaster-prone country, in recent years, frequencies of natural disasters has been increasing and the occurrence of catastrophe has also been growing, which has caused a huge loss on our country＇s socio-economy and people＇s lives and properties. How to deal with them scientifically and reduce the consequence is the urgent problem for us. But our natural hazards risk management system is not perfect, especially when the catastrophe occurs; It is very difficult to deal with disasters efficiently. Analysis of China＇s catastrophe management discover that, although China has made a lot of gratifying achievements in fighting against catastrophic, China＇ s catastrophe management systems and mechanisms still has significant deficiencies for scientifically and effectively minimizing the losses caused by disasters. In order to reduce our catastrophe risk and improve catastrophe management system, this article puts forward some suggestions according to the characteristics of Chinese catastrophe and the existing problems of the management system.
