The development of information technology has greatly influenced the social development and man has got the main status in it. Human beings are unceasingly learning to development our potentials and unceasingly choosing the future, which are considered one of our basic rights, lifelong learning becoming even more important and the idea being universally acknowledged. Not limited in time and space, information technology is giving increasingly advanced technological support to the individuation in mass education. Therefore, the development of distance education becomes a major part in the system of lifelong learning. The characteristics of lifelong learning, ways to realize it and the function of distance education in it are discussed after the above analysis.
