摘要
中国高等教育目前面临着"普及、发展、提高"三大相互制约任务。本文建议在中国高等教育发展管理中导入"卓越绩效准则",并对其必然性、作用、意义以及借助平衡计分卡的有效实现进行了初步分析。
Based on supporting the implementation of three mutually constraint tasks of "popularity, development and improvement" for China' s higher education, this study suggests introducing "criterion of performance excellence (CPE) (Baldrige National Quality Program)" into the management of China' s higher education and makes a tentative analysis of its necessity, function , significance and effective realization by means of balanced scorecard.
