摘要
城市住宅的区位因素使得对于不同地点的住宅需求不能完全相互替代,这造成了房地产开发上的两难悖论:单个房地产商独自开发的地块过大,会使开发商对住宅购买者具有垄断地位,促使住宅售价过高;地块过小则有碍住宅建筑的统一规划,不利于提供适宜居住的住宅。解决这一两难悖论的出路在于强化政府机构对房地产开发的管制,而这种管制必须以尽可能增大居民福利为目标,以科学的规划为基础。
The location factor of urban houses leads to the fact that demand for houses at different places cannot be substituted by each other, which causes a dilemma in the development of real estate: the excessive land developed alone by a single developer encourages a monopoly to those purchasers so that the price will be too high; the small land hinders an uniform planning of house building so that proper houses will be difficult to provide. The only way to solve this is to strengthen governmental control on real estate development aiming at improving residents' benefits and basing on a scientific planning.
