Intergovernmental Relations: Structure and Administration

虽然政府间关系研究已经成为公共行政学领域中的一大亮点,但多数研究依旧停留在政治学、法学和经济学的外在层面上,并未进入到公共行政学的内在范围。要对公共行政的府际关系做深入研究,就必须对政府间权力、政府间体制和政府间行政这三者的内在规定性及其关联性做细致的分析。只有超越政府间体制的分析层面,将府际关系中的政治的、经济的、法律的元素聚焦到政府间,立足于公共物品供给与公共服务合作供给之上,并和基于以民为本的服务型政府的建设联系起来,才能触摸到真正的政府间行政。

Although intergovernmental relations study has become a highlight in public administration, most studies still stay on the level of politics, law and economics and have not entered the inner field of public administration. In order to further the study, we must make a detailed analysis about the inner stipulation and relations among governmental power, mechanism and administration. Real governmental administration can be touched only by standing above the level of governmental structure, focusing political, economic and legal factors in intergovernmental relations on intergovernmental ones, basing on the cooperation between public items supply and public service supply, combining with the development of people-based service government.
