完备、高效的社会保障制度是东北地区实现经济体制转型和经济增长模式转换的必要条件,而基金不平衡问题已成为当前东北地区社会保障制度运行的"瓶颈",所以,分析基金失衡的原因、寻求化解资金问题的有效途径、实现制度的有效运行意义重大。

Perfect and effective social security system guarantees the transition of economic system and development model in Northeast Region. While the problem of unbalanced social security funds has become the ＂bottleneck＂ of social security system in this region. Therefore, to analyze the reason of the problem, to find effective ways to cope with the problem and realize the pefromanee of the system are quite meaningful.
