It is an essential mission for China＇ s economic and social development to solidly promote the constructions of the socialistic new rural areas for now and fbr the future. One of those important aspects is to increase the production so as to construct the modem agriculture. Ecological agri- culture is an important aspect of modem agriculture. From the perspective of fiscal expenditure, by taking various fiscal measures, further support- ing ecological areas of agriculture, and administrating and improving ecological environment of agriculture, agricultural and rural sustainable development is not only better promoted, but also the smooth progress of rural reconstruction is effectively guaranteed.
