摘要
教育公平与效率一直以来是教育界和社会关注的热点问题。教育公平与效率存在不相容性,它们的处理受社会发展阶段目标的影响,我们把教育放到整个社会系统中去,就会发现不同的社会阶段教育公平与效率的优先不一样,教育公平与效率取决于社会发展的阶段目标。同时教育公平与效率在教育系统中又存在层次性,即公平与效率在教育层次中的地位不一样。在政府宏观控制和市场机制的合力下保持动态平衡,具体表现为社会发展的阶段性和教育系统中的层次性。
For a long time, social and educational sectors' concerns have focused on the hot issue of fairness and efficiency in education. Fairness is incompatible with efficiency, so how to deal with them is impacted by the social development objectives. We will find it different in priority of education fairness and efficiency at different social stages if we put it into the whole social system. It depends on the stage of social development goals. At the same time, education fairness and efficiency has different levels in the educational system, and their status at the educational level are not the same. They keep the dynamic balance under the effect of both the government' s macroeconomic control and market mechanisms, which is displayed as the stages of social development and the hierarchicality of educational system.
